山东半岛蓝色经济区建设,需要建构适合自身特点和需要的地方合作机制与模式,而且随着经济区域化水平的不断提高,已有的地方合作机制和模式不可能一成不变,需要不断地调整与变革。蓝色经济区建设后,区域内各地方之间关系随着区域化水平的提高而逐渐紧密,相互依赖程度逐步加深,地方自主合作的愿望也逐渐增强,地方创新型合作模式就会萌芽、成长、壮大,地方合作模式也会呈现出中央诱导型合作模式与地方创新型合作模式并存的局面,但其主导地位慢慢向地方创新型合作模式位移,并将取得主导地位,而中央诱导型合作模式逐渐淡出。地方创新型合作模式,可划分为两种具体形式的合作模式:即互惠模式和补偿模式。
