海牙国际私法会议的国际司法与行政合作机制,是在统一国际私法的过程中产生并发展成熟的。该机制在有关儿童国际保护的公约,特别是１９８０年海牙《国际儿童诱拐民事方面的公约》实施中取得了积极的效果,在实践中已经形成了中央机关合作模式和法官直接交流的模式。目前,该机制在统一国际私法领域日益受到各国政府的重视,并成为海牙国际私法会议的主要工作职能之一。
The mechanism of international judicial and administrative cooperation at the Hague Conference on Private International Law was born and developed in the process of unifying private international law. The mechanism has achieved positive results in the implementation of the Convention on International Protection of Children, especially the 1980 International Convention on the Abduction of Citizens of Children. The mechanism of direct cooperation between the Central Organ and the judges has been formed in practice. At present, the mechanism is increasingly valued by governments in the area of harmonization of private international law and has become one of the major job functions of the Hague Conference on Private International Law.
