由于体育事业与社会生活的经济、政治、文化等各领域存在密切联系,决定了体育制度应当在考虑体育社会化的要求,宏观市场经济的制约、体育自身发展的需要诸因素的综合作用中,确定其改革取向。我国体育事业作为一种文化形态,其多功能和多属性又决定了改革具有层次性取向,即:体育事业的一部分处于市场经济的大环境,另一部分进入市场,再一部分进入市场经济。同时,应当坚持体育事业的经济效益和社会效益的统一。
