之前县级政府采用的是国库分散制,当前这一制度已然无法满足现在社会经济现状,所以政府必须着力对其实施改革,选择并使用合理的支付制度。国库集中支付制度改革活动在财政支出管理工作一项重要改革的内容。经过一段时间的改革,国库集中支付制度的发展取得一定的成效。对此我们针对县级国库集中支付制度改革工作开展研究,详细阐述支付制度改革的发展进程,同时就制度改革取得一系列成效进行分析,希望可以更好的推动国库制度支付改革的顺利进行。
Before the county-level government adopted the decentralized treasury, the current system is no longer able to meet the current social and economic status quo, so the government must focus on the implementation of reform, selection and use of a reasonable payment system. Treasury centralized payment system reform activities in the fiscal expenditure management an important reform of the content. After a period of reform, the treasury centralized payment system has achieved some success. To this end, we study the reform of centralized treasury payment system at county level, elaborate the development process of the reform of the payment system, analyze the series of achievements made in the reform of the system, and hopefully promote the smooth progress of the treasury payment reform.
