军事经济监督是军事经济管理工作的一项重要职能,也是调控军事经济发展的有效手段。在我国经济体制转轨的长期过程中,军事经济管理不可避免地会出现一些漏洞和“真空”,必须加强军事经济监督。随着社会主义市场经济的不断深化,明晰的产权及其交易、法制经济的逐步完善也使军事经济监督成为必然。同时,军队预算外经费存在的长期性也强烈要求强化军事经济监督职能。
The supervision of the military economy is an important function of military economic management and an effective measure to regulate and control the development of the military economy. In the long run of the transition of our economic system, some loopholes and “vacancies” in the military economic management will inevitably occur. We must strengthen supervision over the military economy. With the continuous deepening of the socialist market economy, clear property rights and their transactions, and the gradual improvement of the legal economy, the military economic supervision has become inevitable. At the same time, the long-term existence of the extrabudgetary funds of the armed forces also strongly demands the strengthening of the military economic oversight functions.
