The backward agriculture in the Soviet Union and its containment of the national economy have always been a major problem for the Kremlin. The poor harvest of agriculture for three consecutive years since 1979 has further aggravated the complexity of the issue. In May this year, Brezhnev acknowledged at the plenary session of the CPSU Central Committee that “in recent years, especially because of a bad harvest, we have to buy cereals, meat and a host of other food products from abroad.” “The food problem is far from disappearing from the agenda.” So, what is the extent of the Soviet Union’s agricultural failure in the recent three years and how far have the effects of the agricultural failure on the national economy?
