某年某月的某一天,美国突然遭到R国潜射巡航导弹的攻击,位于五角大楼的国家军事指挥中心和联邦境内的陆基对潜通信系统瘫痪。正在空中执勤的若干架E-6B潜艇通信中继机接到命令后紧急飞赴大西洋和太平洋上空,向巡弋在大洋深处的“俄亥俄”级战略核潜艇紧急发出战略反击命令。随即,几艘“俄亥俄”级核潜艇上浮到预定深度,向R国发射了X枚“三叉戟”潜射弹道导弹……以上是美国军方关于未来核战争的若干预想方案之一。在这个人们不愿看到的虚拟事件中,被称为“墨丘利”的潜艇通信中继机起到了举足轻重的作用,是它们将美国战略反击的命令及时下达给战备值班中的潜艇部队的。在这里,笔者将围绕构建我国潜艇通信中继机这一话题谈谈自己的看法。
