海洋强国指的是在探索认知海洋、开发利用海洋、综合管控海洋方面实力强大的国家,这就说明,一个真正的海洋强国,不仅要有发达的海洋经济、先进的创新科技和强大的海上力量,还要有健康美丽的海洋生态环境。2012年年底,中国共产党第十八次代表大会召开,十八大报告中提出,提高海洋资源开发能力,发展海洋经济,保护海洋生态环境,坚决维护国家海洋权益,建设海洋强国,这说明海洋生态环境问题已经引起了国家的重视,而海洋生态环境对我国建设海洋强国的意义也日益重要。
