针对应急抢险过程中救灾人员紧急需求和动态到达时间的建模问题,运用GERT网络分析方法,建立应急人员动态优化配置模型,分析了人员的动态到达对GERT网络中事件演化概率转移的影响,给出了基于GERT网络的应急人员动态优化配置模型的求解算法。结果表明,研究提出的模型和算法能够有效解决应急救灾人员动态优化配置问题,为灾害发展态势的预测及应急人员的储备和动员提供了研究方法和研究思路。
Aiming at the emergency needs and emergency arrival time modeling in emergency rescue, using GERT network analysis method, the dynamic optimization configuration model of emergency personnel is established, and the influence of dynamic arrival of personnel on the probability evolution of events evolution in GERT network is analyzed. The algorithm of solving the dynamic optimization configuration model of emergency personnel based on GERT network is presented. The results show that the proposed model and algorithm can effectively solve the problem of dynamic deployment of emergency relief workers, and provide research methods and research ideas for the prediction of disaster development and the reserve and mobilization of emergency personnel.
