公共支出政策减贫研究领域相关文献主要集中在对公共支出作用于贫困的机制机理、公共支出减贫干预、公共支出政策减贫效应、公共支出受益归宿等问题的研究。通过对该领域文献的研究梳理发现,近几年来对公共支出政策减贫进行空间经济分析成为该领域研究的最新动态。具体宏观经济政策应和特定区域空间相联系,没有空间要素的宏观经济政策是不存在的,公共支出政策减贫低效和失效的一个重要原因就是忽略了空间要素的分析。基于此,提出于公共支出政策减贫研究中导入空间概念,诠释公共支出政策减贫的空间作用机制,对公共支出政策减贫进行空间甄别与检验,通过要素的空间流动纠正要素空间上的错误配置,有利于实现经济空间优化,获得动态减贫收益。 Public Spending Policy Research in the field of poverty alleviation focuses on the research on the mechanism of public expenditure on poverty, the intervention of public expenditure on poverty alleviation, the effect of reducing public expenditure on poverty alleviation, and the benefit of public expenditure. Based on this, this paper proposes to introduce the concept of space into the study of poverty alleviation in public expenditure policy, interpret the spatial mechanism of poverty alleviation of public expenditure policy, identify and test the poverty alleviation of public expenditure policy, and correct the spatial error of the factor through the spatial flow of the factor Configuration, is conducive to achieving economic optimization of space, to obtain the benefits of dynamic poverty reduction.
