长期以来,我国各级档案馆实行的是机关工作制度和工作方法,“衙门”作风较浓。不少利用者和群众反映的“门难进,脸难看,话难说,事难办”的状况至今并未彻底根除。多少年来,我们习惯于按部就班,等“客”上门。当利用者进得门来,“你是哪个单位的?叫什么名字?有证件吗?”等询问加审问的口气和话语从我们的工作人员中脱口而出,十分自然而习惯。阅览中,措词往往更加严肃和严历。笔者曾目睹有位责任心很强的工作人员履行职责时的情景,该同志面对十几位查档者郑重宣布:“严禁……”,“不许……”,“违者给予……”一个”请”字也听不到,都是命令式和强制性的语言。再加上那一副居高临下的表情和总欲捕捉点什么的眼神,实令笔者别有一番滋味在心头。利用者离馆
