农业部日前启动了全国乡镇企业“蓝色证书”培训工程。这一工程将对乡镇企业在职人员开展岗前及在岗培训,对转移到乡镇企业的农民工进行职业技能培训,经培训合格者由乡镇企业行政管理剖门颁发“蓝色证书”。 农业部乡镇企业局有关负责人说,我国有8.7亿农村人口和4.8亿农村劳动力,受过各种职业技能培训的农村劳动力仅占农村劳动力的9.1％。今后5至10年是我国农村劳动力供应的高峰期,同时二、三产业对具有较高素质农民工的需求也将呈上升趋势。
The Ministry of Agriculture recently launched a “Blue Certificate” training program for township and village enterprises nationwide. This project will carry out pre-employment and on-the-job training for serving staff of township and village enterprises, carry out occupational skills training for migrant workers who have been transferred to township enterprises, and pass the blue certificate issued by the administrative management of township enterprises. According to the person in charge of the township and village enterprises bureau of the Ministry of Agriculture, there are 870 million rural population and 480 million rural laborers in our country. Only 9.1% of rural laborers have received various kinds of vocational and technical training. In the next 5 to 10 years, it will be the peak period for the supply of rural labor force in our country. Meanwhile, the demand for secondary and tertiary industries with high-quality migrant workers will also be on the rise.
