执法水平和执法质量是评价公安工作的重要标准之一,是“三基”工程建设的重要内容。提高公安机关执法水平和执法质量,必须切实提高思想认识,以正确的执法思想指导执法行为;采取多种方式和渠道,提高全体公安民警的法律素质;构建“大法制”格局,形成基本覆盖公安机关执法活动的法制网络,解决执法“带头人”的问题;科学划分工作职责,落实执法责任;强化公安法制部门的服务和监督职能;推动科技信息手段在公安工作中的广泛应用。
The level of law enforcement and the quality of law enforcement are one of the important criteria for evaluating public security work and an important part of the “Three Basics” construction.
