本文主要从法律角度探讨美国公立中小学校长评价制度,通过实例介绍了美国公立中小学校长评价制度的法律基础、评价指标和实施程序,以及美国州级校委会和下属的各学区如何履行相应的法律责任。在分析该制度实施效果的基础上,文章指出,法律能够起到一定的规范、约束、指导和监督作用,但仍然无法充分保证校长评价的系统性和有效性。这一结论可以对我国校长评价制度的建设和发展提供些许启示。
This article mainly discusses the evaluation system of the principals of public elementary and middle schools in the United States from a legal point of view, and introduces the legal basis, evaluation criteria and implementation procedures of the evaluation system of the American public primary and secondary schools by examples and how the state schools and subordinate school districts in the United States fulfill their corresponding Legal responsibility. On the basis of analyzing the implementation effect of the system, the article points out that the law can play a certain role in regulating, restraining, directing and supervising. However, it still can not fully guarantee the systematicness and effectiveness of the evaluations of principals. This conclusion can provide some enlightenment to the construction and development of the evaluation system of principals in our country.
