党的十六届五中全会提出了建设社会主义新农村的重要历史任务,这对加强农民民主政治建设提供了难得的机遇,也提出了新的挑战。特别是对新时期农民提出了更高的要求。正确认识和把握当前禁锢我国农民现代政治意识发展的传统消极文化,使农民改变传统的、盲从的、封闭的、落后的现代政治意识,进而树立现代的、理性的、开放的、先进的政治文化意识,这对建设社会主义新农村以及构建和谐社会都有着深远的意义。
