人民监督员制度是检察机关贯彻“三个代表”重要思想。推进检察改革,维护社会公平与正义的一项新举措。德州市检察院作为全省首批试点单位自2003年10月率先建立了人民监督员制度,并在成功实践的基础上,在两级检察机关全面推开。该市人大常委会也适时进行监督,保证了此项工作有序健康发展。为积极稳妥地推进试点工作,全市两级检察院均成立了由检察长任组长的领导小组,设立了人民监督员办公室,在全市选任了63名人民监督员,其中人大代表33名,政协委员22名,企事业单位、人民团体、农民25名,法律专业和有法律工作经历的20名,具有较强的代表性和较高的素质。为提高监督员的履职水平,两级院采取定期通报情况、开展业务研讨、提供法律资料、邀请列席会议、实地观摩
The people supervisor system is the procuratorial organs implement the important thought of “three represents.” Promote procuratorial reform and safeguard social fairness and justice as a new measure. As the first batch of pilot units in the province, Dezhou Municipal Procuratorate took the lead in establishing the people's supervisor system since October 2003 and, on the basis of successful practices, has been fully promoted at two levels of procuratorial organs. The city's NPC Standing Committee also conducted timely supervision to ensure the orderly and healthy development of this work. In order to actively and steadily push forward the pilot work, the city's two levels of procuratorates have set up a leading group headed by the procurator-general and set up a people's supervisor's office. Elected 63 people's supervisors in the city, including 33 deputies to the NPC and CPPCC members 22, enterprises and institutions, people's organizations, 25 peasants, legal professionals and legal work experience of 20, with strong representation and high quality. In order to improve the performance of supervisors, the two academies take regular briefings, conduct business seminars, provide legal information, invite attendees to attend meetings and observe on the ground
