党的十七大报告明确指出,科学发展观第一要义是发展,核心是以人为本,基本要求是全面协调可持续,根本方法是统筹兼顾,并提出要“做到发展为了人民、发展依靠人民、发展成果由人民共享”。十七大报告在“加快推进以改善民生为重点的社会建设”一章中提出:“优先发展教育,建立人力资源强国”、“实施扩大就业的发展战略,促进以创业带动就业”、“深化收入分配制度改革,增加城乡居民收入”。因此,十七大报告实际上是给国家和企业人力资源管理指明了未来的战略方向,也提出了更具有操作性的指导方针。本期圆桌谈话我们邀请到中国人民大学劳动人事学院院长曾湘泉教授与我们共同谈论“从十七大报告看国家与企业人力资源管理趋势”。

Therefore, the report of the 17th National Congress of the Communist Party of China has actually pointed out the strategic direction for the future management of human resources of the state and enterprises, and also put forward more operational guidelines. In this issue of roundtable talks, we invited Professor Zeng Xiangquan, Dean of the School of Labor and Human Resources, Renmin University of China to talk with us about the trend of human resource management in the state and its enterprises from the report of the 17th National Congress.
