对目前输电网络固定成本分摊的三种方法(压入法、潮流法和微增法)进行了介绍,并对这些方法的优缺点进行了比较。在总结该领域主要方法的基础上,提出了单位传输功率成本价格这一新概念,通过对输电网络固定成本的离散化,得出了可用于电价制定的运行成本。据此,文中提出了两种新的输电网络固定成本的分配方法,即基于实时电价的微增法和基于潮流跟踪的分流法。所提出的微增法,将输电网络的运行成本扩展到实时电价原始推导过程中的目标函数中,从而得到了新的实时电价模型,克服了现有电价模型由于需要考虑电网收支调节从而需要修正的缺点。所提出的分流法,根据潮流跟踪所得的信息及单位传输功率成本价格,可得到每一交易类型的电能传输成本价格。
The present three methods for fixed cost allocation of transmission networks (push-in method, tidal-flow method and micro-increase method) are introduced, and the advantages and disadvantages of these methods are compared. On the basis of summarizing the main methods in this field, a new concept of unit cost of power transmission is proposed. Through the discretization of the fixed cost of transmission network, the operating costs that can be used in the pricing of electricity are obtained. Therefore, two new distribution methods of fixed cost for transmission network are proposed in this paper, namely, the incremental method based on real-time electricity price and the shunt method based on power flow tracking. The proposed incremental approach expands the operational cost of transmission network to the objective function in the original derivation of real-time electricity price, thus obtaining a new real-time electricity price model, which overcomes the existing electricity price model which needs to be considered in consideration of the regulation of power network revenue and expenditure Fixed shortcomings. The proposed shunt method, based on the information obtained by the tidal current tracking and the unit cost price of power transmission, can obtain the cost of power transmission for each transaction type.
