党的十六届四中全会从执政党完成党的历史任务的角度,提出了加强党的执政能力建设的主要任务。在新的历史时期,深刻认识加强党的执政能力建设的重要性,全面落实全会关于党的执政能力建设的各项部署,必须深刻认识执政与党的执政能力建设各项任务的关系。只有深刻把握了党的执政能力建设各项任务在我们党的执政过程中的历史地位,才能从根本上认真贯彻党的十六届四中全会精神,在实践中积极主动地加强党的执政能力建设。
The Fourth Plenary Session of the 16th Central Committee of the Party put forward the main task of strengthening the building of the party’s ability to govern from the perspective of the ruling party’s accomplishment of the party’s historical tasks. In the new historical period, we must profoundly understand the importance of strengthening the building of the party’s ability to govern and fully implement the plenary’s arrangements regarding the building of the party’s ability to govern. We must profoundly understand the relationship between governing and building the governing capacity of the party. Only by profoundly grasping the historical position of the various tasks of the party’s ability to govern in governing our party’s governance can we fundamentally and seriously implement the spirit of the Fourth Plenary Session of the 16th CPC Central Committee and in practice strengthen the party’s ability to govern Construction.
