In late July 2012, one of the biggest M & A deals by Chinese companies so far attracted wide attention from the international energy and financial markets: CNOOC Limited intends to acquire a 15.1 billion U.S. dollar Canadian energy company Nexen Inc. (Nexen Inc., hereinafter referred to as Nexen). While all parties concerned are pressing ahead with the relevant government approval process, the transaction has brought another wave of international capital markets. The United States Securities Regulatory Commission subsequently issued a notice that found suspected of using the merger transaction related information engaged in insider trading and has been promptly put on file for investigation. This is the second time that Chinese enterprises have engaged in \"insider trading\" \"landmines\" during the \\ \"going out \\\" process after the China National Petroleum Corporation (CNPC) broke the insider trading scandal in Canada.
