经过10多年的艰苦创业,我国海洋石油已进入快速度、全方位、良性发展的新时期。“九五”期间,海洋石油年产原油将稳定在1000万吨以上,年产天然气可达80—100亿立方米;油公司、专业公司、基地经营公司和下游生产,逐步实现“四自”经营,成为市场竞争的主体;引入现代化管理,求得最大经济效益;优化队伍结构,整个企业向着实力雄厚、上下游一体化、国际化的集团公司迈进。这些发展目标的实现,全都包含着两个文明建设。我们各级领导必须清醒地认识到:不能只抓生产经营,不抓精神文明;也不能先抓生产经营,后抓精神文明;更不能削
