改革的实质即是建立社会主义市场经济体制,取代原来的靠行政命令配置资源的集中计划经济体制。我国改革的实践已经证明,市场取向的改革,是社会主义走向复兴的必由之路。事实上,没有10多年卓有成效的市场取向的改革,就不会有今天的繁荣局面。因此,近年来虽然有些理论家力图扭转历史车轮,回到集中计划经济为主的体制去,但是他们的努力终于未能取得成功。走党的十一届三中全会和十二届三中全会开创的道路,是大势所趋,人心所向,不可阻挡。现在摆在我们面前的是,我国经济沿着党的十一届三中全会所规定的改革开放道路,10多年来已有很大的推进,许多百余年来聚讼不已的问题,如今已经看得更清楚了。我们应当根据实际生活的进展,进一步发展我们的理论。在这种条件下,明确我国改革的目标是确立社会主义市场经济体制,将是十分必要和有益的。
The essence of the reform is to establish a socialist market economic system and replace the original centralized planned economic system of allocating resources by administrative orders. The practice of our country’s reform has proved that the market-oriented reform is the only way for socialism to rejuvenate. In fact, without more than 10 years of fruitful market-oriented reforms, there will be no prosperity today. Therefore, in recent years, although some theorists have sought to reverse the wheel of history and go back to a centrally planned economy, their efforts have finally failed. The path taken by the Third Plenary Session of the 11th Central Committee of the Party and the Third Plenary Session of the 12th CPC Central Committee is irresistible. What we now face before us is that the economy of our country has been greatly promoted in the past 10 years for the reform and opening up as stipulated by the Third Plenary Session of the 11th Central Committee of the Party. Under such conditions, it will be very necessary and beneficial to make it clear that the goal of our reform is to establish a socialist market economic system.
