受亚洲金融危机和国内经济偏冷、消费需求不旺的影响,海南消费品市场自1997年下半年起呈现需求平淡的发展态势,严重地制约了海南经济的发展。第一,销售不畅,消费品销售增幅不断回落。1998年,全省社会消费品零售总额为144.7亿元,比上年同期增长6.7%,增幅比上年减少3个百分点,其中:农村社会消费品零售总额为35.6亿元,比上年同期增长9.3%,增幅比上年增加了1个百分点;城镇社会消费品零售总额为109.1亿元,比上年同期增长6.6%,增幅比上年减少了3.6个百分点。今年一季度全省消费品零售总额为39.48亿元,比上年同期仅增长6.9%,其中餐饮业、生产者零售增长乏力。虽然社会消费品零售总额同比有所增加,农村市场有启动的迹象,但增长幅度并不大,与投资需求的加快回升(1998年全省固定资产投资比上年增长9.
