最低工资制度作为政府调整劳动者福利的政策工具,具有保障人生存和发展的制度功能。当前,我国实行的最低工资制度出现了标准偏离劳动力价值、滞后于社会平均工资涨幅和执行不规范等问题,可以归结为传统资本主导型的经济发展方式下所形成的经济发展偏离于人发展的制度安排,导致最低工资制度应有的制度功能发挥存在很大的改进空间。最低工资制度保障人生存和发展的转向和落实,关键是最低工资标准要真正体现人生存和发展的需要,按照人的自由全面发展的理念设置最低工资标准指标,并通过构建系统性、协同性的制度和社会监管机制保证最低工资制度在经济运行中的落实。
