自1996年起,桂洲镇政府、桂洲医院、广东省人民医院联合,在镇内农村地区,以村委会为单位逐步进行人群健康基线调查。至今年为止,已完成大福基、海尾、南区、小工布、细窖、扁窖共六个村委会共13138人的普查。人群普查意义重大,但费时费力,需要经济投入,工作量大而质量保障困难较多,故难与实行。我们的工作为进行大型的高质量的流行病学调查积累了经验。现报告如下: 一、开展普查的组织方法: 1、组织架构 1.1 依靠镇政府的行政领导,镇政府牵头,由分管卫生的党委委员亲自抓,文体宣卫办的助理具体负责,各部门之间的协调、指导、监督工作落实,镇政府专门发文《关于开展桂洲镇社区卫生服务实施方案》(桂办1999.01),说明了开展基线调查的主要性和必要性,以及实施的具体方案,使有关部门方向明确、职责清楚。 Since 1996, the Guizhou Township Government, the Guizhou Hospital, and the Guangdong Provincial People’s Hospital have jointly carried out baseline surveys on crowd health in villages in rural areas. Until this year, a total of 13,138 censuses have been completed for a total of six village committees in Dafuji, Haiwei, Southern District, Xiaogongbu, Xiaojiao, and Pingjiao. Census census is of great significance, but it is time-consuming and labor-intensive. It requires economic investment. The workload is large and quality assurance is more difficult. Organizational structure 1.1 Rely on the administrative leadership of the township government, the township government takes the lead, and the party committee members in charge of hygiene personally take care of it. The assistant of the Wenzhou Sanitary Office is specifically responsible for it. The implementation of the coordination, guidance, and supervision of the township government issued a document “On the Implementation of the Implementation Plan for Community Health Services in Guizhou Town” (Guizhou Office 1999.01), which explained the main and necessary nature of the baseline survey, and the specific plans for implementation. The relevant departments have clear directions and clear responsibilities.
