大规模吸引外资,发展出口导向的工业化,加速经济结构调整、推动产业结构升级,提高国际竞争力,进而在世界贸易结构中逐步占据有利地位,这是发展中国家融入全球分工体系、实现发展方式转变的重要途径。本文借助于投入产出模型的结构分解技术来构建相关经济指标,从多维度刻画我国产业的比较优势要素和比较优势环节的发展态势。进一步,本文对现阶段中国设计新式产业政策来构造产业优势的必要性进行了较全面的阐述,并指出在当前全球分工格局日益调整、中国企业不断致力于进入主要由经济发达国家组成的水平分工和水平竞争俱乐部的背景下,新式产业政策应当基于比较优势要素和比较优势环节构建,实施产业政策的切入点和落脚点都应当围绕现有产业发展过程中形成的比较优势要素和比较优势环节来设计。

Further, this article expounds on the necessity of designing new industry policies to construct industrial advantages at this stage, and points out that in the current global adjustment of labor distribution, Chinese enterprises are constantly devoting themselves to entering the horizontal division of labor mainly consisting of economically developed countries And horizontal competition clubs, the new industrial policy should be based on comparative advantage elements and comparative advantages. The starting point and ending point of implementing industrial policies should focus on the comparative advantage elements and comparative advantages formed in the existing industrial development process design.
