海港是船舶集散的场所。受船舶油污染的威胁比其他海域为大;油污染程度,一般也要比其他海域为重。防治海港油污染,特别是防治海港运输船舶的油污染问题,已日益引起人们的关注。本文拟就这个问题做些尝试性的讨论。
Seaport is the place where ships are distributed. The threat of ship oil pollution is greater than in other seas; oil pollution levels are generally heavier than in other seas. Prevention and control of oil pollution in the harbor, especially the oil pollution prevention and control of harbor shipping vessels, has drawn increasing attention. This article is intended to make some tentative discussions on this issue.
