芙蓉乡是常山县偏僻的山区乡。离县城40余公里,现有人口9000余人,人均耕地仅0.28亩,农户口粮有半年靠返销,发展经济的客观条件较差。1993年年初新的一届党委、政府领导上任后,提出了“山区农民要致富,文章要在山上做”的战略思路。他们从本乡的实际出发,针对现在竹笋加工和竹器加工需求量大、效益高、发展前景好这样一个市场趋势,在发展毛竹规模经营、提高竹林效益上,实实在在地做了几件事。
