老年社区服务就业计划是对于失业和不充分就业者,且在经济上处于不利境况,收入等于或低于联邦贫困线的55岁以上老年人的职业培训和就业计划,是美国劳工部重要的成年人培训就业计划之一,目前唯一的专门针对老年人培训需要的联邦计划。计划通过提供暂时的社区服务工作派遣获得经验和培训,提高老年人的就业技能,特别是参加计划的老年人获得在计划之外找到工作所必须的技能,来促进其找到非补贴工作的计划。通过实施计划,为老年人提供没有被解雇、下岗的恐惧并在其选择的领域中获得工作经验和培训的机会,使老年人能够最终过渡到非政府补贴的岗位中去。计划的目标就是为了帮助老人自强自立。该计划是由劳工部在1965年美国老年法授权下建立
The Elderly Community Services Employment Plan is a program of vocational training and employment for the over-55-year-olds who are unemployed and under-employed and economically disadvantaged, whose income is equal to or lower than the federal poverty line, and are an important adult of the United States Department of Labor People Training One of the employment programs and currently the only federal program specifically tailored to the needs of older people. The plan is to provide experience and training through the provision of temporary community service assignments to improve the employability of older persons, especially older persons participating in the scheme to acquire the skills necessary to find a job outside the program to facilitate their plans to find non-subsidized work. By implementing the plan, the elderly are given the opportunity not to be dismissed and laid off and to gain work experience and training in the fields of their choice so that the elderly can eventually move to non-government subsidized positions. The goal of the plan is to help the elderly self-reliance. The plan was established by the Department of Labor under the authority of the United States Act on Aging in 1965
