经理市场的建立是社会主义市场经济优化配置资源的客观要求。然而,人们呼唤建 立经理市场多年来,效果欠佳。究竟建立经理市场有什么困难与阻力呢?笔者认为:(1) 人们观念滞后,干部制度能上不能下,企业领导终身制已成为定势;(2)各种人员分流、 安置占据企业经营岗位,这为企业市场选聘经理,带来了阻力;(3)经理市场运行缺乏完 善的法律保障;(4)缺乏一个企业经营管理水平认定的评估指标体系,这为经理市场运 行带来了困难;(5)缺乏完善高级人才市场的信息管理系统。只有克服以上的困难、排 除其阻力,经理市场的建立不仅必要,而且可行。
