本文主要研究中国社会管理的体制机制。列举了社会管理领域存在的六大问题并分析了存在这些问题的原因:社会政策的碎片化;享受基本公共服务权利不平等;事业单位和自治组织行政化;社会组织官办化色彩浓厚,商业化倾向明显;社会公共服务政府包揽包办过多;重管理、轻服务,重管制、轻法治。概括出社会管理的民主化、法治化、自治化、社会化、科学化和信息化的基本趋势。在上述内容的基础上,本文还提出了建立党委社会建设工作委员会、社会保险委员会,以及社会协商对话机制等设想。
This paper mainly studies the institutional mechanisms of social management in China. Lists six major problems in the field of social management and analyzes the reasons for the existence of these problems: the fragmentation of social policies; the unequal right to basic public services; administrative institutions and self-governing organizations; the strong and commercialization of social organizations Obvious tendency; social public service government package too much; heavy management, light service, heavy regulation, light rule of law. Summarized the democratization, rule of law, autonomy, socialization, science and informationization of social management. On the basis of the above, this article also proposed the establishment of the party committees and social construction work committees, social insurance committees, as well as social consultation dialogue mechanism and other ideas.
