像湛江市占三面环海“地利”的市,在全国很少见。这里每个区县都面对海洋,人均占有海岸线相当于所在广东省的3.8倍,与海洋大国日本相等。然而,得天独厚的海洋资源,在很长时间内未能变成湛江市的经济优势和新的增长点。与珠江三角洲市县的差距明显拉大后,湛江的决策者们看到本地偏离港澳之短,即没条件照搬“四小虎”模式,大上快上“三资”项目;更认清本地“特”在雷州半岛之长,即有条件“靠海吃海”,在实施既定的港口经济发展战略中形成海洋产业。 如今,走访这块祖国大陆最南端的绿色半岛,我们可以感受到“充分利用海洋资源,加快发展海洋经济”这一新部署,在湛江市变成了实实在在的行动。
