地方财政科技拨款是国家财政科技拨款体系的重要组成部分,是保障地方科技计划实施和科研机构正常运行,贯彻落实“科教兴州”和“可持续发展战略”的主要手段。文章结合本人实际工作经验,对本地财政部门对地方科技拔款的投入进行了分析与比较,找出不足,并对完善当地区财政科技投入体系的提出建议及对策。
The appropriation of local science and technology funds is an important part of the state funding system for science and technology. It is the main means of guaranteeing the implementation of local science and technology programs and the normal operation of scientific research institutions and implementing the strategy of “revitalizing education through science and education” and “sustainable development strategy”. Based on my actual working experience, the article analyzes and compares the investment made by local financial departments in the local science and technology funds, finds out the shortcomings, and puts forward suggestions and countermeasures to improve the financial science and technology input system in the region.
