本文从拖欠工程款、建筑市场“劣胜优汰”、增加交易成本三个方面分析了建设领域信用秩序混乱的危害,并从企业、社会环境两个层面探讨建设领域信用秩序混乱的原因。从加强宣传与教育、建立完善建设领域信用法律保障体系、以网络为载体促进建设领域信用信息传输体制建立、发展建设领域信用中介服务、推行工程保证担保制度——建立有效的信用保障机制、明晰产权、进行企业信业全程管理、建立企业核心人物信用评价体系七个方面提出对策
