政府业务流程再造是企业业务流程再造理论在公共管理领域的应用,是利用信息技术革新基于专业化分工的传统业务管理流程,实现以公众服务为导向、以技术利用为支撑、以效率提升为目标的改革措施。目前,人类社会已经进入大数据时代,被称为“21世纪石油”的大数据成为热点话题,并已经在卫生、教育等诸多领域发挥着重要作用,受到世界各国政府的普遍重视。如何利用大数据的思维和技术深入推进政府业务流程再造、提升政府的电子治理能力是一个值得研究的热门话题。政府业务流程再造中,对大数据的利用不仅在于通过大数据技术利用全面整合政府部门信息资源,提升部门内部的运作效率,更为重要的意义在于通过对海量数据的深度挖掘与多维剖析,主动识别公众服务需求,基于顾客导向革新服务流程、整合服务内容,提升政府电子化治理能力,创造出更大的公共价值,从而形成政府与公众之间良性电子互动格局。
