以甘肃省南部武都区为研究对象,选取区内25个乡镇为评价单元,利用区域危险度及易损度作为基础评价指标进行了区域风险评价。区域危险度通过历史灾害资料和野外调查资料整合,同时采用信息量法,以栅格250m×250m基础单元进行评价,获得了武都区各乡镇的危险度;区域易损性考虑到承灾体的暴露性、敏感性和恢复能力,借助DEA模型和C-D函数计算了武都区各个乡镇的易损值,进而得到了研究区各乡镇的易损分区。通过危险度与易损度耦合,引入区域风险系数,建立了风险评价模型,结合GIS技术划分了区域风险等级,绘制了武都风险区划图,同时提出了区域防灾减灾建议。研究结果表明,武都区的极高风险区主要分布在城关镇、东江镇、马街镇、柏林乡、安化镇以及汉王镇的大部分区域。
Taking Wudu District in southern Gansu Province as the research object, 25 towns and townships in the district were selected as evaluation units, and regional risk assessment was carried out by using regional risk and vulnerability as basic evaluation indexes. The regional hazard degree was integrated with historical disaster data and field survey data, and the information method was used to evaluate the basic unit of 250m × 250m grid. The hazard degree of each township in Wudu District was obtained. Sensitivity, and resilience of the townships in the study area, the vulnerability values of all townships in Wudu District were calculated by using the DEA model and the CD function, and the vulnerable subdivisions of townships in the study area were obtained. Through the coupling of risk degree and vulnerability degree, a regional risk index is introduced, a risk evaluation model is established, and the regional risk level is divided according to GIS technology. The risk zoning map of Wudu is drawn, and the suggestions of regional disaster prevention and reduction are also proposed. The results show that the extremely high risk areas in Wudu District are mainly distributed in Chengguan Town, Dongjiang Town, Majie Town, Berlin Township, Anhua Town and most of Hanwang Town.
