随着改革开放和经济建设的发展,我市土地批租、企业转制、现代农业、经济开发区等新的经济领域相继涌现。伴随这些新生事物,产生了大量各具特色的档案;还有像证券、银行贷款、交易市场等一些老行业的档案,其内容、性质、内涵、外延在新形势下起了很大变化;此外,随着现代科学技术的发展和普及,电子文件等新载体文件材料也成为档案的一部份。以上这些档案种类繁多,形式多样,数量庞大,专业性很强,亟待规范管理和开发利用。在“八五”规划时期,我们开始对这项工作予以重视,从抓试点着手,进行实践探索。到了
