国务院于2000年8月24日发布的《国家行政机关公文处理办法》中明确规定,通知“适用于批转下级机关的公文,转发上级机关和不相隶属机关的公文,传达要求下级机关办理和需要有关单位周知或者执行的事项,任免人员”。也就是说,转发上级机关和不相隶属机关的公文必须使用“通知”这一文种。在日常工作中,转发性通知占有相当大的比例。笔者对目前公文实践中常见的转发性通知的标题进行了梳理,归类如下:
