我国改革开放十多年来,城乡各行各业呈现出了空前的繁荣景象,人民群众的物质生活水平不断提高,但与此同时也出现了火灾发生数居高不下的态势,给国家和人民群众的生命财产安全带来了严重的威胁。统计资料表明,1996年全国发生的火灾数已由1989年的2.4万起上升到了3.68万起。值得特别注意的是,近年来乡镇、街道企业及城镇、农村的居民家庭火灾来势凶猛,占总火灾数的比例正在逐年上升。据统计,1994年乡镇企业火灾占总火灾数的七分之一,1995年已上升到了六分之一。这部分火灾数的上升虽然有多方面的原因,但公安消防监督管理工作的软弱无力,派出所没有认真履行消防监督管理职责是重要原因之一。
