对《世界遗产公约》的执行光荣地走过了42年的历程,关于世界遗产的法律政策、操作规则和价值体系等内容已然非常庞大与复杂。作为处于“中年期”的世界遗产事务,当下要考虑的就不只是从a、b、c开始的基本概念,而是关乎整体性和未来方向的诸多大视野的问题。关于世界遗产的国际前沿话题,相关国际组织、遗产保护机构等各方面,尤其是学术界,近年探讨热烈,亦成果丰硕。把握个中要旨,并在价值选择和前瞻性上与其同步,对缔约国在法律政策的制定及保护系统的形成十分必要,也能为各地方的世界遗产保护提供一些启示和帮助。
Forty-two years have passed since the implementation of the World Heritage Convention. The legal policies, operational rules and value systems of world heritage are already very large and complex. As a matter of the World Heritage in the “Middle Age,” the moment to consider is not just the basic concepts starting with a, b, c, but the many broad issues concerning integrity and future direction. With regard to the international frontiers of world heritage, relevant international organizations, heritage protection agencies and other parties, especially the academic community, have been enthusiastic and fruitful in recent years. Grasping the essence of this principle and synchronizing it with the choice of value and forward-lookingness are necessary for the formulation of laws and policies and the formation of a protection system in the State party. They can also provide some enlightenment and help to the protection of World Heritage sites in various places.
