现将国务院一九六三年十二月二十四日国劳字869号对山东省人民委员会的批复对“关于中央煤矿企业招用劳动力的暂行规定”的几点解释,转知如下:一、暂行规定的第三、四、五条关于煤矿企业补充劳动力的来源以及招工手续等规定的执行范围,是指整个煤矿企业,即不论煤矿井上、井下用人,都应该按照这几条规定执行。二、矿区和矿区附近的城镇闲散劳动力,在煤矿企业需要用人,而那些人又自愿参加煤矿工作,并合乎用人单位的需要条件时,可以按照暂行规定第五条处理。三、暂行规定第九条“试用期满,需要提升等级的按照升级处理”的规定,其含意是:在试用期间,井下工人的工资按照三级工人的工资标准执行,是临时待遇。试用期满经审查合
Now the State Council on December 24, 1963 letter of state No. 869 on the Shandong Provincial People’s Committee approved the “on the central coal mining enterprises to recruit labor force Interim Provisions”, explained as follows : I. Provisions of Articles 3, 4 and 5 of the Interim Provisions on the Sources of Supplementary Labor and Procedures for Job Matching in Coal Mine Enterprises means that the entire coal mining enterprise shall be implemented in accordance with these Provisions . Second, idle towns and villages near mines and mining areas need employers in coal mining enterprises, and those who volunteer to participate in coal mines and work in line with the needs of employers may be in accordance with Article V of the Interim Provisions. III. Provisional Provisions Article 9 of the Provisional Rules for the Examination and Approval of Expiration of Probation and Expansion of Probation Levels requires that: During the probationary period, the wages of downhole workers are to be paid in accordance with the wage standards of Level 3 workers and are provisional treatment.
