随着我国建设创新型国家以及天津市建设创新型城市的提出,科技创新对于经济社会发展的引领和支撑地位不断提升,科技管理部门的功能与地位得到了进一步增强,迫切要求科技管理部门不断提升行政效能。文章主要研究国内重点省市科技管理部门提升行政效能的成功经验和主要模式,探索建立科技管理效能评价体系,研究提出提升天津市科技管理效能的对策建议。

The article mainly studies the successful experiences and main modes of the science and technology management departments in key provinces and cities in China to enhance the administrative efficiency and explores establishing the evaluation system of the efficiency of science and technology management and puts forward countermeasures and suggestions on how to improve the efficiency of science and technology management in Tianjin.
