排污权交易制度发源于美国,在欧美等西方发达国家已经得到了广泛应用,中国部分省市地区也进行了排污权交易试点。作为一种有效治理环境污染的手段,未来中国必将在全国范围内实施该制度。本文从排污权制度的理论基础出发,在审视现有治理污染手段缺陷的基础上结合排污权交易制度的优点来分析我国引用该制度的必要性。
Emissions trading system originated in the United States, in Europe and the United States and other western developed countries have been widely used, some provinces and cities in China also conducted a pilot emissions trading. As an effective means of controlling environmental pollution, China will certainly implement the system nationwide in the future. Based on the theoretical foundation of the Emission Permit System, this paper analyzes the defects of existing pollution control methods and analyzes the necessity of referring to the system in our country based on the advantages of Emissions Trading System.
