一、强化辐射,发挥龙头作用 小平同志作出开发开放浦东的决策,其根本出发点是以此为龙头,带动上海市、长江三角洲和整个长江流域的发展。我们一定要深刻领会小平同志的战略思想,按照江泽民总书记在全国人大八届四次会议上海代表团分组讨论时的重要讲话精神:“更好地发挥浦东新区的辐射功能,带动上海市的发展,促进长江三角洲的发展,推进长江沿岸经济带的发展,为我国的经济发展和对外开放作出新的贡献。”要通过对人流、物流、技术流、资金流、信息流的聚集与扩散效应,坚持打“长江牌”、“中华牌”、“世界牌”,主动发挥浦东开发对内、对外两个扇面的辐射作用,特别要通过产业联动、商贸联动、项目联动、人才联动、信息联动、投资联动等方式,为辐射长江、服务全国作出更大贡献。
