最近召开的九届人大三次会议,通过了《中华人民共和国立法法》。这是我国法制建设史上的一件大事。我国宪法、全国人大组织法、地方组织法对立法权限的划分、立法程序、法律解释等问题都作了基本规定,全国人大及其常委会议事规则对法律的制定程序又作了具体规定。实践证明,这些规定是切实可行的,也说明我国立法工作取得了很大成就。但在立法工作中也存在一些问题,这些问题在一定程度上损害了国家法制
The Third Session of the Ninth NPC recently passed the Legislation Law of the People’s Republic of China. This is a major event in the history of the legal system construction in our country. The Constitution of our country, the Law of the NPC Organization and the Organic Law of the Local People’s Republic of China have laid down the basic provisions on the division of legislative powers, legislative procedures and legal interpretations. The rules of procedure of the National People’s Congress and its standing committees also stipulate the law-making process. Practice has proved that these provisions are feasible and also show that our country’s legislative work has made great achievements. However, there are still some problems in the legislative work. These problems to a certain extent undermine the national legal system
