《海南经济特区城镇从业人员医疗保险条例》由省人大常委会颁布,自1995年7月1日起实施。目前,海南省有50多万职工参加了医疗保险。3年多来的实践,已取得了一定的成效和经验。社会医疗保障观念逐步被社会和广大职工所接受,参保人员的基本医疗得到了保障,医院的医疗行为进一步得到端正和规范,医疗费用日趋合理,基本上达到参保者共担疾病经济风险,稳定医疗机构的筹资渠道和额度这一建立医疗保障制度的基本目的。我们认为海南省的医改是基本成功的,对全国各地即将实施城镇职工医疗保险制度有一定的借鉴意义。
The Regulations on Medical Insurance for Urban Employees of Hainan Special Economic Zone were promulgated by the Standing Committee of Provincial People’s Congress and implemented since July 1, 1995. At present, more than 500,000 employees in Hainan Province have participated in the medical insurance. More than three years of practice have yielded some achievements and experiences. The concept of social medical security is gradually accepted by the society and the majority of workers, the basic medical insurance for insured persons is guaranteed, the medical behaviors of hospitals are further corrected and standardized, the medical expenses are becoming more and more reasonable, and the insured persons basically share the economic risks of diseases, To stabilize the financing channels and quotas for medical institutions, the basic purpose of establishing a medical insurance system. We think the medical reform in Hainan Province is basically successful, and it will be of some reference to the implementation of the medical insurance system for urban workers in all parts of the country.
