项目管理是管理科学领域里发展最快的学科之一 ,也是一门综合性的应用学科 ,它的思想、理论、工具和方法在全球投资界、产业界及政府财政预算及支出中得到迅速而日益广泛的应用 ,对于项目投资的效绩、降低投资风险、企业竞争力的提高、政府形象的改善及公共事物管理水平的提高 ,已经发挥了巨大作用。项目管理的思想、工具以及知识体系在中国走过了20年的历程。20年来的理论探索与实践 ,我国的项目管理已经取得了长足发展。20世纪80年代初 ,世界银行第一次与国家计委举办世行贷款方法培训 ,国际项目管理的思想和知识体系便逐步进入中国 ;1993年 ,联合国工业发展组织在中国首次出版了《工业可行性研究报告编制手册》 ;1995年 ,国家计委举办BOT项目讨论会 ,这些都无疑极大地推动了我国的项目管理。今年4月24日 ,由国家经贸委、中国科学院、国家外国专家局、联合国工业发展组织在北京联合主办了“中国 (首届 )项目管理国际研讨会” ,这标志着我国的项目管理已经与国际接轨 ,进入了一个新的发展阶段。来自世界各地的700余名代表参加了会议 ,会议围绕“项目管理与中国经济发展”这个主题 ,就经济全球化与国际项目管理的发展趋势、中国加入世贸组织后国际市场对中国项目投资及管理的新要求、中外项目管理发展中
Project management is one of the fastest growing disciplines in management science and a comprehensive application discipline. Its ideas, theories, tools and methods are rapidly gaining momentum in the global investment community, industry and government budgets and spending. The increasingly widespread application has played a significant role in the performance of project investment, reducing the investment risk, improving the competitiveness of enterprises, improving the government image and improving the management level of public affairs. Project management thinking, tools and knowledge system in China has gone through 20 years of history. Over the past 20 years, the theory of exploration and practice of project management in our country has made great strides. In the early 1980s, for the first time, the World Bank organized a World Bank loan training with the State Development Planning Commission. The idea and knowledge system of international project management gradually entered China. In 1993, the UN Industrial Development Organization published for the first time in China “ Sex Research Report Preparation Manual ”; in 1995, the State Development Planning Commission held a BOT project seminar, which have undoubtedly greatly promoted the project management in our country. On April 24 this year, the “China (First) International Symposium on Project Management” was co-hosted by the State Economic and Trade Commission, the Chinese Academy of Sciences, the State Bureau of Foreign Experts Affairs, and the United Nations Industrial Development Organization in Beijing. This marked that our project management has been in cooperation with the international Integration, has entered a new stage of development.
