近几年来,我想得较多的是开放问题,是怎样提高对外开放度的问题,怎样让中国经济进入世界大家庭的问题。象中国这样的大国,80年代以来已经出现了持续的经济高增长格局,又拥有一个广大的国内市场,至少要有两个大城市成为国际经济中心,把触角直接伸进国际市场。这就是上海和1997的香港。因此,我常常想到以香港为经济中心,构建一个包括港、澳、深、珠的“大香港”开放经济圈问题;也想到以上海为经济中心,构建一个包括长江三角洲13个开放城市的“大上海”开放经济圈问题。 据我看来,既然“上海确定了走向新世纪的战略目标,准备用20年左右的时间,把上海基本建成国际经济、金融、贸易中心,就不宜选择单向开放的外向型开放战略。而且从90年代起,迎接亚太世纪的新时代,开创中国21世纪开放新格局的使命,已经历史地落在上海的肩上,上海更应抛弃单向开放的外向型开放战略,选择双向开放的开放型开放战略,实行以大开放带动大发展,以“大上海”开放经济圈取代上海都市圈的开放战略思路。 上海实行内外双向开放的战略,发挥“两张扇面”的双向辐射功能,要扩展双向辐射的半径: 一张扇面向外辐射,辐射东南亚、日、美、欧乃至全世界,同时接受世界的经济辐射,上海将成为国际经济中心。
