2010年初,为加大对市属国有企业的监管力度,切实履行出资人职责,哈尔滨市国资委针对其出资企业财产保险费率各不相同、费率差距大等现象,决定将市属国有企业财产保险采取统一委托哈尔滨产权交易中心(以下简称“产权交易中心”)公开组织操作。两年来,产权交易中心在国有企业保险采购方面做了不少工作,积累了一些经验,目前市属14户国有企业集团通过产权交易中心选择财产保险投保机构,据不完全统计,每年完成保费金额3500万元,节省保费500万元。1目前财产保险采购的做法哈尔滨市国资委将市属国有企业保险采购业务委托产权交易中心后,产权交易中心先后与驻哈13家保险公司和市属国有企业代表召开了座谈会,就业务启动、操作流程、行为规范等多方面
