一天,我跟公路局的老张去天津。在京津塘高速公路入口处,有一排十几个收费亭,汽车要根据车种、吨位不同,缴纳数量不等的高速公路使用费后才可以进入高速公路行驶。我说,高速公路为什么要收费呢?老张告诉我,高速公路是贷款修建的,有借世界银行的,也有借其它国家的,还有靠发行债券等方法筹集的;高速公路通过借款修路,收费还钱,既解决了我国交通基础设施建设经费不足的困难,也满足了我国经济建设高速发展的需要,同时还可进行滚动发展建设
